Kaifeng Huarui Chemical Material CO., LTD is a share-issuing enterprise invested by China Pingmei Shenma Group and its strategic partenr, Rail Holdings.  AS the sole national new hi-tech enterprise certified to produce phosgene in Henan province.  Huarui is the sole company managed both by Henan administration of work safety and People's government of Kaifeng.  In May 2012, Huarui was chosen as one of chairmen of Henan Association of controlled Chemicals.  Approbed by National OPCW office.  Huarui now produces 50000t/a phosgene.

     The construction of phosgene industrail garden is listed as one of the main projects in Henan province.  Over 6 billion RMB will be invested in its first-stage construction, mainly used to develop bulk phosgene product including TDI, PC and HDI.  When the project puts into operation, a complete phosgene industry chain of hi-tech, high-added-value chemical materails and fine chemicals will be formed, and then progressively build the largest fine chemicals base in Mid-China.
